New issue 27061 by [email protected]: Tab close buttons and toolbar  
reload button should not support click-through

What steps will reproduce the problem?
1. Have chrome window in background
2. Click it to bring it into the foreground, accidentally hit "close tab"  
button

What is the expected result?

Window should become active.

What happens instead?

Window becomes active, tab is closed.

According to

ef/doc/uid/20000961-TPXREF20 , click-through should only be
supported for non-destructive actions.
