What steps will reproduce the problem?
1. Start Chrome
2. Browse for several minutes.
3. Check processor utilization. Note that the Chrome processes will
continually hold 100% of at least one processor core.

What is the expected result?
Processor utilization should be variable and usually less than 100%.

What happens instead?
After several minutes of normal use, Chrome holds 100% of processor
utilization.

Please provide any additional information below. Attach a screenshot if
possible.

I noticed this issue after switching to 4.0 builds.
