As I was saying in email, #1 probably isn't going to cut it.
Just a little more context about #2, I thought about keying the sync promo
load on a
sort of "COOKIES_LOADED" event but Brett pointed out this can take a while
(possibly
not happen until we need to omnibox autocomplete or some other random
activity..) so I
think the 1-2s timer is the best proposal going right now.
I do not have cycles this week to look into this, next week would be a
stretch.
