"No ksadmin present" certainly qualifies as a failure.  The directory  
listing confirms
that ksadmin isn't available.

Your updates are applying, but without ksadmin present, nothing is ever  
able to
notify the update system that the new version was successfully installed.   
Have you
ever made any changes to this directory?

Can you check to see if
/Library/Google/GoogleSoftwareUpdate/GoogleSoftwareUpdate.bundle/Contents/M
acOS/ksadmin (in the root /Library directory, not ~/Library) exists?  If it  
does, run:

/Library/Google/GoogleSoftwareUpdate/GoogleSoftwareUpdate.bundle/Contents/M
acOS/ksadmin -p -P com.google.Chrome
