I'm using XP SP3, I have the latest dev version and I'm trying to download from the link you provided. I click the link, the page refreshes, but the theme does nothing. Doesn't install, doesn't change...nothing. It all worked fine until I updated to the new dev version today. And I was able to apply the newest theme by Yulia Brodskaya, but since then, I can't change anything.
