I don't think it's realistic to limit extensions to any maximal amount of memory. There are valid reasons to use lots of it. Gmail, for example, uses a whole lot of memory as a matter of course. I think it will be up to users to complain when extensions are being too greedy. Luckily, in Chromium it is easy for them to see when this is happening.
