Sazanami Gothic not VLGothic

Chrome Version       : Build from the trunk
OS + version : Ubuntu 9.10

What steps will reproduce the problem?
1. Install VLGothic and Sazanami fonts
    sudo apt-get install ttf-vlgothic ttf-sazanami-mincho ttf-sazanami-gothic
2. Launch chrome with LANGUAGE=ja
    LANGUAGE=ja ../sconsbuild/Debug/chrome --user-data-dir=/tmp
3. Open a Japanese page

What is the expected result?

Japanese pages are rendered with VLGothic, that looks nicer than with  
Sazanami Gothic (see the attached screenshots for
comparison).

What happens instead?

Japanese pages are rendered with Sazanami Gothic.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

I have a change to give VLGothic a higher precedence. Will send it for a  
code review soon.
