Personally, on linux I do not get this problem behavior.  But I think this  
is akward
behavior anyways.  In my experience tab systems specify a "minimum tab  
width", after
the minimum tab width is reached, two rows of tabs are displayed...  In my  
version of
chrome, it is possible to open so many tabs that icons are not displayed at  
all, and
only blank buttons appear!  Clearly that is not the behavior desired by  
most computer
users.  Another possibuility is to have scrolling tabs rather than 2 rows.   
But
personally I prefer the two row model.  Is it possible to do a user survey  
on this?
Chrome, I think, was supposed to have limited "confusing" options...
