Embedded bitmap font should have higher priority in my opinion. Embedded bitmap font is very needed for small font size (<20 pixel) Chinese character. Chinese characters have complex strokes, for small font size, can never be well rendered automatically for vector font. That's why most TTF fonts only carry embedded bitmap fonts for small sizes. Of course, having an option to enable/disable is always good to users.
