Yes, this is already working in Ubuntu 9.10 (presumably 9.04 as well).  
However it only
sets the niceness to 1 (in a range from -20 to 19). From
    http://en.wikipedia.org/wiki/Nice_(Unix)
this means that on Linux the background process still get gets 95% of a  
normal CPU
slice. This seems pointless; I'd set nice to *at least* 10 (giving 50% of a  
normal CPU
slice.), or just not bother setting nice at all.
