I figured out how to stop Chrome from prompting the UAC popup every time. "...Allow changes to this computer..." 1. Right click on the chrome shortcut and click open file location. 2. Once you see "C:\Users\....\AppData\Local\Google\Chrome\Application" right click on the Chrome exe. 3. Go to the Compatibility tab and at the bottom click on "Change settings for all users" 4. Uncheck the "run this program as an administrator" box. Click ok and close all property windows.
