I filed report 31045. I can confirm that the .jpg/file-dialog problem is corrected by building chromium from source (using the source package available on Arch AUR). I think it's clear that this is issue was simply a matter of trying to use an executable meant to dynamically link against one version of libjpeg on a system (Arch) that doesn't provide that version. This is exactly the reason why Gentoo's revdep-rebuild exists. I think this bug can be closed. It's not a Chromium problem and, I would say, not even an Arch problem.
