Sorry, I don't know how to get the command line of the process. If you can  
give me
instructions or a reference, I'd be happy to provide the info, this is  
windows XP
home 2002 sp3.

As far as plugins, I just ran chrome from the command line with  
--disable-plugins and
it still exhibits the same behavior:

1. Check no chrome processes running
2. Open chrome to the new tab page only: two processes start (normal). 1 of  
those
processes is doing lots of I/O and using CPU, even though chrome is on a  
blank start
page.
3. Close chrome window: 1 process stops, and 1 (the busy one) keeps running
