Same here: I was trying to open a .cc file from my local disk with Chrome
to check
that the utf-8 characters I added in the source code were right.
I used a file:// url and instead of displaying the file as a text page,
Chrome
downloads it my download location.
It's indeed strange and not very useful to download a file:// url.
