Hi Dirk, this is definitely be design.

To the other reporters, clicking "new tab" button (or Ctrl+T) opens the New Tab Page;
this is by design.

Yes, there is an option for setting the Homepage, but you can only get to the homepage if you set Chrome to start with it (On startup > Open the home page) or by
clicking the Homepage button (or Alt+Home).

If you want a custom new tab page, you can use this extension:
https://chrome.google.com/extensions/detail/jbnkijekempmdlleaimfelifcejbkmcd

Or you can get a speed dial page for the new tab page with this extension:
https://chrome.google.com/extensions/detail/dgpdioedihjhncjafcpgbbjdpbbkikmi

This is either a duplicate of Issue 68 or Wontfix.
