The point is that there is already a dialog to warn you if you close down Chrome if there are downloads pending so implementing this would be a quick change and the
Chrome team has seen the need for such a dialog in certain situations.

As far as I can see the only reason this is not being implemented is not because they are trying to not overload users with unnecessary dialogs as it could easily be implemented with an opt out seeing that is on by default, but rather because they do not want to admit to making a flawed decision and having left it so long it has become impossible to go back on that decision no matter how wrong it might be.

This kind of petty, small-mindedness can really turn people away from your product.
