Where exactly does the goat transport layer fit into the OSI model?

I believe it uses GTP (Goat Transport Protocol) to teleport the goats. Now I just need to figure out what port GTP uses so I can open it up in the firewall. ;)

Now my only concern is spammers spamming people with teleported goats. Also, how is the goat affected when teleported to an invalid address? Does the bounceback hurt
the goat?
