Since this depends on an implementation of content prefetching, I'll also mark it as blocked on the bug 13505 (it doesn't make sense to add restrictions on prefetching when we currently don't have content prefetching, which effectively restricts such to
non-existence).

In general, content prefetching should only be done when the probability of needing the content is high (meaning there is arguably almost no burden to the server), and the client (and connection) can beneficially support the additional bandwidth utilization. It will be interesting to see if this emerges as a problem (but I
suspect it will only be a problem if the feature is mis-implemented).
