Technically, using the web-based Google Talk client outside of Gmail
has been available for some time now.  Either as a browser popout:

http://talkgadget.google.com/talkgadget/popout

...or just go to http://talk.google.com and click the link...

...OR as an application:

http://www.google.com/talk/labsedition/
