I was using AVG AntiVirus which also has its own firewall. I closed
AVG completely so there is no firewall, not even a virus scanner
running presently and I still get
net::ERR_CONNECTION_FAILED. I downloaded the above file and ran it
from the folder I unzipped to my desktop and it also did not load.
Windows Firewall does not seem to be running either, I am not sure
what would be blocking Chrome.
