No, I don't think Google is doing anything that displays the message to update IE.
Actually, it sounds like you already have some spyware or malware or adware that is displaying such a message. Especially if it links to any page that says you must pay $49.99 for any additional software or to "clean" your computer or make it safer. I suggest you run a full scan on your computer for viruses and adware.
