Well, neither Chrome browser windows nor app shortcut windows do that at the moment.
In fact, whether other "apps" will minimize to the systray is dependent on how that app was developed. There are many apps (eg. Firefox, Word, Excel, etc, etc) that do not minimize to the systray.
