I don't know this is a bug or not. I have changed my download folder to other place, for example C:\foo. But every time when I start Chromium, it still creates a "Downloads" folder in C:\foo. I don't want to save files in C:\foo\Downloads. I just want to save files in C:\foo. I have found this problem since build 4050.
