"As Windows, every people have an account". I think Chrome is designed exactly with Windows accounts in mind. That's why Chrome installs into a (Windows) user's local application directory, which is really the only place he should have write access to. So the account system that Chrome uses is the Windows login.
So when a user is finished using Chrome and Windows, he should log out of Windows.
