A lot of those features are already in Chrome's Issue-list:
http://code.google.com/p/chromium/issues/list. You can add a star to
the issues you want to follow.

For example:
RSS viewer in new tab window:
http://code.google.com/p/chromium/issues/detail?id=84
& http://code.google.com/p/chromium/issues/detail?id=852.
Delete certain pages from most visited list:
http://code.google.com/p/chromium/issues/detail?id=685
More last closed tabs: http://code.google.com/p/chromium/issues/detail?id=3700
