The address is no longer working (I checked), so... not really.But you can
build it yourself (the branch exists in the public SVN,
svn.chromium.org<http://src.chromium.org>
 - http://src.chromium.org/viewvc/chrome/branches/release_154.next/src/), or
try to get an old Chrome Portable (unofficial, but should work fluently).
Just Google it.
