That's because "chrome-resource://inspector/inspector.html" is not a
valid internal resource so it "redirects" to Google, ie. Chrome
performs a Google search for that string instead.

The internal URL is actually  chrome://inspector/inspector.html

And the proper way to start it to inspect the current webpage is
either:
(1) Page menu > Developer > Developer Tools, or
(2) Ctrl+Shift+J, or
(3) Right-click current page > Inspect Element
