what has been happening (it seems) that browsers are known and used by only sighted people. Hence differently-abled people cannot get on Internet and hence are part of the digital divide. Having said the above, if I , as a user (either for reasons above or for more efficiency in search engine query which is also a side-effect if people use the above standard correctly) is putting up the support needed so that the above can happen.
