It's because Chromium development builds are daily/hourly testing versions; there's nothing "official" about them nor are they designed nor expected for regular use.
I don't think the Chromium devs are going to take the time, effort, or server processing as PhistucK mentioned, to create any updaters for non-official Chromium testing builds. Is it really so hard to point your browser to the download page or, for example, set a bookmark for http://build.chromium.org/buildbot/continuous/win/?C=N;O=D and then download the latest ZIP file?
