This looks like a problem I tried to track down at one point. The web server would prematurely tell the browser that the download was done, which resulted in truncated files downloaded. This is usually intermittent and goes away after a while. In my case this happened for all browsers, not just Chrome. Maybe the problem went away just before you switched to IE... ?
