Chromium/Development versions are not guaranteed/supported to be
*fully* translated or available in all supported languages as in the
Stable/publicly released versions.  New features and/or strings may be
added or modified during the Chromium development phase, and are only
guaranteed to be fully translated when preparing for a final Stable
release.

That said, I believe most of the display strings/settings are already
translated in Chinese even for Chromium dev versions, and again will
be fully translated when Stables versions are released.  Chinese has
been a supported language for Chrome since its initial release.  (You
can change the language settings from Wrench menu > Options >  Under
The Hood > Change Font and Language Settings > Languages, and change
the value for Google Chrome Language.)

Are you asking about Chrome/Chromium for Windows, Linux, or Mac?  I
don't know how far the translation work has gone for the still Alpha/
Beta Linux and Mac versions.
