Regarding themes, it is so because many of the third party sites and
methods, including replacing the default.dll, use an unofficial and
unsupported method to theme Chrome.  As of Chrome 3.x, theming is
officially supported, and documentation for creating themes can be
found at:
http://code.google.com/chrome/extensions/themes.html

Regarding extensions/plugins/addons, it is so because extensions are
still in the development phase and have never been officially released
yet, which is also why there has never been an official blog or
announcement.  There are many already created Chrome extensions on the
Internet, but of course all such extensions can only be considered in
development/beta testing because Chrome's extensions systems is still
to be finalized and then publicly released.

In the latest development releases of Chrome/Chromium 4.x, you can
manage all your extensions from Wrench menu > Extensions, or from
chrome://extensions/
