My apologies... (idiot) operator error.

I had forgotten that I changed my startup flags to include the --user-
data-dir=~/.config/chromium option, and removing it brought everything
back.

I'm not sure why it didn't work, since the ~/.config/chromium
directory is where my settings reside, but I'm not going to mess
around with it.  I'm just grateful to have my tabs, history, and
extensions back. :)
