Perhaps by "single file format" you mean MHTML which can include
resources (css, images) into a mime encoded file. XHTML is not
different from HTML with respect to how many files on disk are needed
to represent the page. If MHTML is not what you were after, there is
already this:
click on Page menu and select "Save page as..."
the "Save as type" drop down lets you select:
Web page, complete
Web page, HTML only
