Most OSs and applications have a small interaction response to the mouse's cursor location, ex. tool tips and buttons that shine on mouse over. Since Chrome OS is going for a minimalist look, the mouse cursor could morph indicating what the user can do, ex. the minimize panel could make the cursor an arrow pointing down indicating that if the panel is clicked there it will go down, i think you can start picturing the rest of them. I believe that this kind of small game like detail could really help to introduce this OS to the world.
