I was able to do an offline login after a successful online login, and although all data and apps are in the cloud, google gears has made gmail, docs and many other features offline, so you can keep certain files on a main computer for offline access and sync them with the ones in the cloud. I'm sure that google gears will be expanded to make many non-google apps offline, so you can use your computer offline. I'm sure netbooks will have enough hard drive space to house these offline apps.
So yes, it will be possible to use chrome without an internet connection, because it would be kind of pointless if you couldn't.
