I notice this on Mac since 249. Windows is fine. Steps to reproduce: 1. Open a Chrome window. 2. my background_page is shown in chrome://extensions/ developer mode. 3. Close window (Apple+W). 4. Open a new window (Apple+N). 5. background_page is gone in chrome://extensions/. 6. Apple+Q, then open new Chrome window -- background_page is back.
