"Idle" turns out to be a complicated concept (tab idle?  app idle?  computer
idle?  tab hidden?  window inactive?  how long is idle?).  Yes, internally
Chrome has all of these concepts.  Exposing an API for them is complicated,
but you're not the first one to ask about this.
