Hi Corbin,

The release note link in JIRA is a dynamic generated base on JIRA in the 
database.  Some JIRAs have incorrect version number marked when filed.  I edit 
both issues to reflect the 0.4 release, but there could be others.  Hence, it 
is recommended to use the release note in source tarball for reference.

also there are issues that didn't make it into the 0.4 changelog that look like 
they did indeed get committed to it?

So if this is all correct then figuring out what is in 0.4 is going to be a lot 
of work (probably not worth anyone's time).  But I wanted to confirm I am not 
just a jira noob and can't find the release notes.
