I was procrastinating the other day and typed in the words ''percentages agreement'' into google search and came up with this rather interesting revisionist (in the legit sense of the word) take on them: http://www.historia.ru/2003/01/roberts.htm Geoffrey ROberts is a historian who has written extensively on the USSR and the Second World War. His take on the agreement: they were irrelevant.
