Maybe not turtle soup but  probably is the anecdote mentioned:

Edmund Murray, one of Churchill’s bodyguards tells of
a trip taken to Denmark where Churchill was to accept
several awards after World War II. Murray and Churchill’s
valet, Norman had a night off away from the Royal Pal-
ace where they were staying and in the excitement of the
occasion, Norman forgot to make Churchill his nightly cup
of cold consommé which was taken before Churchill went
to bed. Apparently the absence of the soup caused quite a
stir but King Frederick himself prepared Churchill’s consommé
and served it himself. The next morning Churchill
told Norman, “I don’t at all mind you not finding time to
do your valeting—so long as you always fi nd a king to do
it for you.”
