The US government, or at least one branch of it, certainly knew what he was
going to say.

 

Gilbert Vol VIII p.197.  "During the morning of March 5. Churchill completed
his speech for Fulton.  It was then mimeographed on the train, and a copy
shown to Truman. 'He told me he thought it was admirable,' Churchill told
Attlee and Bevin, 'and would do nothing but good, though it would make a
stir'".

It seems to have been an instance of "plausible deniability".  I would find
it very difficult to believe that neither the US nor the British governments
knew what he was going to say, but since he was a private citizen and not a
governmental office holder (other than MP), they could say it was his
private opinion, not official policy, etc., etc. and get away with it.

me about the significance and weight of Churchill's presentation "Sinews

His credibility at the time of this speech couldn't have been any better.
How 
important was this speech ? Did the world and the United states need to hear
this speech ?
