I would second the recommendation for Gretton's "Former Naval Person", which
covers all aspects of WSC's relationship with the Royal Navy during this
period. For a bit more detail and context, I would also suggest the first
volume of Arthur Marder's "From the Dreadnought to Scapa Flow" (1961) -- WSC
figures very prominently in the later chapters.
I would also humbly suggest that if you're interested in Churchill as a
naval strategist, you might take a look at my own forthcoming book
"Churchill and Seapower", which should be available by the end of the year.
Some of my conclusions on WSC's first period at the Admiralty are detailed
in an article I published last year in an academic journal:

be sure to read the other side of the argument, "Former Naval Person:
Winston Churchill in the Royal Navy," by Vice Admiral Sir Peter
Gretton (1968).
Also, anything by the authoritative naval and Churchill historians
Barry Gough and Christopher Bell, in FINEST HOUR (search Churchill
Centre website) or elsewhere.
