Great news! As you can see from this thread, Katherine Barnett, the House & Collections Manager at Chartwell, has confirmed for me that the Victory Torch is indeed located in store at Chartwell.
I will pursue the idea of getting a picture of the Torch asap with Katherine, but please note her comment that, because it is not on public display, and I would assume from comments that it never has been to date, please do not plan a visit to Chartwell simply to see this item, unless it was for a very special reason and by prior arrangement with Katherine at Chartwell. It would appear that the information provided by this group, and particularly the video link, have proved of great interest to the Chartwell team.
