"USSOCOM, Congressman Simmons, South Africa, The Netherlands, and Sweden
have earned this award before. They are among the sustaining cadre that has
persisted in the face of enormous bureaucratic resistance and inertia. The
others are first-time recipients, some, such as Ben Benavides, long-overdue
for recognition.
"Particularly significant this year, with a salute to the US Defense
Science Board and to international leaders in both the non-governmental
organizations (NGO) and the lesser developed countries, is that a "tipping
point" has been reached. It takes a quarter-century to move the Federal
elephant. This is year 17. We have eight more years before we get it right
in the USA, and another 12 or so before we have a fully functional global
information-sharing network, but the issue of whether or not OSINT will
prevail in the transformation of global collective intelligence has been
