Smith Monday, Feb. 27, 2006 The recent major flap over the United Arab Emirates company Dubai Ports World is rapidly turning into a disaster for both Congress and the U.S. mainstream media. The pending deal where the U.A.E. company will run several American port operations has spun out of the realm of logic and into the world of conspiracy and gossip. The problem is that several politicians have come out in opposition to the deal because Dubai Ports is an "Arab" company. The Democrats in Congress have focused on the president and his support for the deal, playing on this racist theme in the hope of appearing tough on Muslim terrorists. The reality is that Dubai Ports has an excellent record of operating ports worldwide. The record shows that Dubai Ports appears to be far more interested in business and profits than in politics. They currently run ports in China, Korea, India and other hot spots around the world. Yet none of the host countries have come forward with complaints about lax security, terrorists or increased crime. Still, others oppose the deal because the United Arab Emirates is the home of some of the 9/11 terrorists. Unfortunately, that logic also falls apart when one notes that the 9/11 terrorists used Germany for a base, passed through several Western nations and were at home here in the U.S. without so much as a peep from the American law enforcement community. Real Proof Needed I have opposed previous efforts by foreign firms to acquire U.S. ports, technology and corporate assets for sale. However, my opposition was rooted in documented proof, linking the companies in question to known national security threats. I have consistently opposed dealings with Hutchison Whampoa, a firm directly linked to the Chinese military. This opposition carried over to two administrations with efforts to sell the U.S. port at Long Beach, the Panama Canal ports and the proposed acquisition of communications firm Global Crossing by Hutchison Whampoa. Li Ka Shing owns the huge shipping firm Hutchison Whampoa Ltd. and the giant Far East investment firm Cheong Kong Holdings. Li was also a "member of the boards of directors of the China International Trust and Investment Corporation (CITIC)." CITIC is the bank of the Chinese army (People's Liberation Army, or PLA), providing financing for Chinese army weapons sales and Western technology purchases. CITIC is known to have set up Chinese arms front companies such as Poly Technologies. CITIC also owns a controlling interest in the Hong Kong-based Asia Satellite Telecom Co. Ltd., or AsiaSat. AsiaSat, a company founded in 1988, operates several communications satellites in the Far East bought from U.S. manufacturers such as Hughes. AsiaSat signed an exclusive deal with billionaire Li Ka Shing to carry his STAR television service 54 channels of premium cable/satellite television. In addition to the direct TV broadcasts of STAR, AsiaSat satellites also regularly carry communications traffic for Chinese military units and Chinese military-owned companies. A 1996 report written by then U.S. Ambassador to China James Sasser noted that the Chinese Ministry of Posts and Telecommunications (MPT) and Chinese billionaire Li Ka Shing were both directly involved with the PLA in financing the communications networks for the Chinese army. The U.S. government was not the only entity aware of Li Ka Shing's close working relationship with the Chinese army. In 1997, the Rand Corporation wrote a secret report on the "Chinese Defense Industry" and it also included a section on billionaire Li Ka Shing. The Rand Corporation report highlights Li Ka Shing's direct connections to the Chinese military. According the Rand report, "Hutchison Whampoa of Hong Kong, controlled by Hong Kong billionaire Li Ka Shing, is also negotiating for PLA wireless system contracts, which would build upon his equity interest in [Chinese army] Poly-owned Yangpu Land Development Company, which is building infrastructure on China's Hainan Island." Cosco PLA Navy Inc. Li Ka Shing's closest tie to Beijing is also his global business partner. The national flag shipping carrier for communist China, the Chinese Ocean Shipping Company, better known as COSCO, has an exclusive contract with Li Ka Shing's Hutchison Whampoa. According to a House Task Force on Terrorism, there is "information" on COSCO that President Clinton would not allow to be made public. "Although presented as a commercial entity, COSCO is actually an arm of the Chinese military establishment. The Clinton administration has determined that additional information concerning COSCO that appears in the Select Committee's classified Final Report cannot be made public," states a 1998 special report written by the House Task Force on Terrorism and Unconventional Warfare. Why would the House Task Force on Terrorism investigate the Chinese flag shipping company? Perhaps it was the 2,000 machine guns that were discovered on a COSCO ship trying to enter a U.S. port. Perhaps it is the fact that COSCO is considered to be part of the Chinese navy. COSCO ships frequently take part in Chinese military exercises and have been armed with missile launchers. There may be other reasons as well. In a June 1998 article published in the Washington Times, U.S. intelligence agencies tracked a COSCO ship carrying weapons materials and electronics destined for Pakistan's major nuclear weapons laboratory. There are so many documents linking Li Ka Shing and Hutchison Whampoa to the Chinese military that I cannot list them in a single article. The whole point is that I did not oppose such deals simply because they were from a Chinese-owned company. Instead, my opposition was firmly based on documented proof that the companies and owners in question were national security threats. U.A.E. F-16 Jets In contrast, I have had some dealings with officials from the U.A.E. These were very uncomfortable for them to discuss, for reasons which will become all too obvious. I once had the opportunity to inspect thousands of documents found inside the offices of one John Huang. One batch of documents detailed the export of advanced F-16 fighter jets to the United Arab Emirates. However, according to the documents, the sale was delayed due to national security concerns. One document found in the office of John Huang explains quite clearly what was holding the final approval of the arms sale to the U.A.E. "There are potential obstacles in the selection of a U.S. aircraft due to technology transfer/releasability concerns. As with the export of any sophisticated defense article, countries seek to leverage maximum technology transfer from the U.S. The U.S. also seeks to maintain a qualitative technological edge over any product that is exported by the U.S.," states a 1995 memo found in the convicted China-gate figure's office. "Accordingly, the UAE is seeking aircraft sub-systems in the areas of electronic warfare systems, communications equipment, and weapons that are not releasable at this point. This is due to regional stability (maintaining the qualitative military advantage of Israel) and national disclosure policy (systems and equipment which is to be utilized by the U.S. only)," states Huang's document. It is worth noting that the U.A.E. managed to secure the fighter jet deal with the U.S. because they were willing to place their own national security behind ours and that of our allies. The U.A.E. made compromises to the deal allowing the jets to be sold under conditions that did not threaten the U.S. lead nor Israeli security. However, I did ask the U.A.E. officials at the Washington Embassy to comment or at least consider the fact that John Huang had managed to obtain detailed information on the fighter jet deal. They politely declined to comment but did accept copies of what John had. John Huang once managed to cite his Fifth Amendment rights over 2,000 times when asked if he was an agent of the Chinese army. Huang later pleaded guilty to passing illegal money to the Democratic National Committee. The fact is he had access to detailed information on a multibillion-dollar arms deal while working at of all places the U.S. Commerce Department.
