Less than 50 miles from Edgewood Arsenal in DC area, in high school in late 1960's, we saw a lot of THP tar in vials like scent oils are sold in. Our suppliers, some military and CIA(ANDCO), advertised DMT as "de-militarizing", PCP as "incapacitating drug from a military program", STP with the same language. The program language cut-out was 100% with mescaline, peyote, psylocybin, LSD. A mafia connection had two CIA relatives. Sometimes people claiming to be FBI or IRS agents would steal drugs or money and nothing would follow, which meant some kind of corruption or operational involvement. Victims of those scams could be gullible, but one time the "savings and loan regulators" arrived at two independent banks in Manassas before opening time, and just coincidentally, somebody had left a duffel bag of cocaine in the lobby of both unaffiliated banks during the same night. The alleged S&L regulators told the bank employees to shred the bank records and close the banks and forget about everything, or else they would go to prison for the cocaine. That one time there is no room for ambiguity. There were a bunch of other Mena-like anecdotes as part of that scenario. You know you are in Mena-land when a sheriff's deputy zipties rattlesnakes in an old woman's bed, and the hospital denies treatment because "there are no rattlesnakes around here". Be sure to take at least one dead rattlesnake to the ER, or things could get ugly!
