I am 100% sure I used mpeg2enc for that, yes.  that is
mpeg2enc version (1.6.2 I think.)  I think I was
initially thrown off by the fact that it was a program
stream and not an elemntary stream.  Either that or I
missed an option or something.

I could actually never get it to work right with
ffmpeg.
