The thing to remember is that the cursor or playback head is never *on* a
frame (when you have align playback head to frames turned on, which I
think is the default, and should be on pretty much always).  It is
*between* frames.

1 means "move ahead one frame and show the frame you moved over".
4 means "move back one frame and show the frame you moved over".

So if you press 1 4 you will see the same frame twice.
If you press 4 1 you will see the same frame twice.

You probably want to turn on "Generate keyframes while tweaking", and make
sure that you are always moving in the forward direction when you make
your edits.  That is, be sure (before you make an edit) that the last key
you pressed was 1, not 4.
