Understood. The Raw DV output will not let me render a 720x320 frame
however Quicktime with DV video does and it opens fine in kino 
(for eventual transfer back to my camcorder). Hence the need for
DV. I get the same effect when I set the video driver to dv1394. 

I could render to yuv4mpeg, pad the top and the bottom with y4mscaler 
and then encode to dv with ffmpeg, but I was hoping to do it all 
directly from cinelerra.
